Providence Homeless Encampment Near State House Grows as City Struggles for Solutions

A homeless encampment that has taken root on the grounds adjacent to the Rhode Island State House has grown to more than 80 tents and temporary structures in recent weeks, creating what residents and lawmakers describe as an untenable situation that highlights the failure of Providence's current approach to homelessness.

The encampment, which is located on state-owned property managed by the Rhode Island Department of Administration, has been the subject of ongoing negotiations between state officials, city officials, and homeless advocacy organizations. Previous attempts to relocate residents to shelter facilities have been only partially successful, with many individuals declining to move to shelters that they describe as unsafe or that prohibit pets and personal belongings.

State House employees and nearby business owners have complained about increased litter, human waste, and what some describe as threatening behavior near the encampment. "I have employees who are afraid to walk to their cars after dark," said the owner of a restaurant on Smith Street, who asked not to be identified. "This is not a sustainable situation."

Conservative lawmakers have called for a more assertive approach, arguing that the city's permissive attitude toward encampments has made Providence a destination for homeless individuals from across New England and that the current situation is unfair to both housed residents and to homeless individuals who are not receiving the treatment and services they need. "Allowing people to live in tents in the shadow of the State House is not compassion," said state Rep. Robert Quattrocchi. "It is neglect dressed up as tolerance."

Mayor Brett Smiley's office said the city is working with the state on a "comprehensive plan" to address the encampment but declined to provide a timeline or specific details.
